Opening a second ticket about the same problem does the opposite of what you want. It splits the history across two threads and both move slower.
For anything that looks platform-wide rather than specific to you, check HubSpot's status page before filing. If it is a live incident, your ticket adds noise and the status page tells you more than support can.

A decent share of tickets to any vendor come back as "working as designed". Frustrating, and frequently correct.
