The tiers

Free. Basic ticketing for a couple of users. Real, not a trial.
Starter, around $15 per seat per month billed annually. Ticketing, simple automation, basic reporting.
Professional, around $90 per seat per month annually. Where the knowledge base, customer portal, surveys and proper automation live. Plus a one-time onboarding fee.
Enterprise, from $150 per seat per month. Advanced permissions, custom objects, more governance, and a larger onboarding fee.

The four things that move your bill

Seat type. Core seats cost money, view-only seats do not. Count who genuinely works tickets rather than everyone who wants to look.
The onboarding fee. One time, not small, and only on Professional and Enterprise. It makes year one materially more expensive than year two.
Annual commitment. Cheaper per seat than paying monthly, and it locks you in.
The tier jump. Most teams need Professional for the knowledge base and portal, which is a large step up from Starter.

Comparing honestly against Zendesk

At the professional tier the per-seat prices are close. Year one is not, because of onboarding.

The other half of the comparison is what you already own. If you run HubSpot for sales and marketing, Service Hub removes an integration and a duplicate customer record, and that is worth real money that never shows up in a price table.
