One issue per ticket. Bundled reports get split, reassigned and slowed down, and you'll wait longer for all of them than you would have for any one.

If it needs escalating, reply on the same ticket with the business impact stated plainly and ask directly. How many agents are blocked, how many customers are affected, whether there's a workaround. Politely persistent works. Opening four duplicate tickets doesn't, and it pushes your own queue position back.

And say what you want to happen. "This is broken" gets diagnosis. "This is broken, here's what we need it to do, and here's our deadline" gets a decision, which is usually what you were after.
